WordPress is server based and cannot be opened on your computer unless you installed server like wamp on desktop and then install wordpress.Using Wamp you will only be able to use wordpress locally if you want wordpress to be online so others can see your blog/website then you need to have domain name and host account and install wordpress in host account.
